From Jay Bozievich, County Commissioner.
Please join me for an information and input meeting on the proposed Overnight Camping Program on Tuesday November 14th at 6:30 pm at St. Matthew’s Episcopal Church 4110 river Road.
The meeting will begin with a presentation about the proposed Overnight Camping Program with Q&A and then I will take public comment on the program. I then report back to the full Board your input prior to our taking action at our November 28th Board Meeting.
From the SCCO.
The proposed Overnight Camping Program would be similar to Eugene’s program which is run by St. Vincent de Paul’s. More information about how the Eugene program works can be found at https://www.eugene-or.gov/3703/Car-Camping-Program

I and about 45 others attended the public meeting regarding the proposed homeless camping program. the opinions were definitely divided. I noticed that in the printed literature there is a proposed start date of December 1 for the program. That is a very short notice period. Why does it seem like this is being moved through so fast and so quietly. I am disappointed to learn that this program does not include any increase in funding public safety. We already have a pretty long response time in the north River Road area.
it is very clear the city and bozievich could care less about the tax paying citizens of this community and i could put scco in that group . our safety is no concern to them get ready for a rise in crime with no help
Who exactly is the SCCO? How were or are they appointed? What are their goals and who do they report to?
The proposal treats the symptom not the root cause of homelessness. Overnight camping on private property would require strong health and safety requirements to be in place and to be enforced. No funding is available to support this program from tax payer funds for such enforcement. I cannot support a proposal that is being pushed through to meet an artificial deadline that does not provide for well considered input by all residents of the Santa Clara area. SCCO’s views are not representative of the views of the entire Santa Clara area residents and homeowners and therefore must not be acted upon as if the entire community was behind the proposal. Mr. Bozeivich and all Lane County Supervisors should take more time to research the proposal and make certain the views of all affected folks are included in their deliberations.
The program has no sunset period. Allowing such a program to remain in perpetuity is a prescription for long term disaster.
Homeless folks need shelter but there is a limit to that which a community can and should do to address the problem no matter how serious the problem is. Most of the so called travelers who domicile in existing facilities are not truly travelers. I see the same faces year after year in town, on the street corners, under the bridges and in the existing shelter areas. All we seem to be doing is increasing the number of places homeless people can shelter at taxpayer expenses without addressing the root cause of the problem. Thus, perhaps unwittingly, Eugene has become a magnet to homeless persons.
In effect, we are encouraging more homeless people to come here rather than alleviate the current homelessness levels in out community. Time to rethink what we is trying to be accomplished, for whom, by whom, and what will be the long term impact on our community and those who have to pay for the solutions.
No on the current proposal as it stands.
There is still time to provide input to the Board of Commissioners prior to our November 28th meeting. You can email the entire Board at lcbcccom@co.lane.or.us We will also be taking public comment at the November 28th meeting which begins at 9:00 am in Harris Hall which is located at 125 E. 8th Ave. in Eugene. Your input matters as no decisions have been made at this time.
When we see our property taxes increase each and every year how could we possibly wish our property value to decrease? And how could we possibly wish for increased crime, health, sanitary, and a mirage of other such issues increase in the Santa Clara/River Road area?
If the Eugene city officials insist on announcing and promoting homelessness then, please, keep such conditions downtown and away from our homes and families in the Santa Clara/River Road area.
Our once beautiful city of Eugene has become nothing more than a complete and utter eye-sore to all who live (and pay various taxes here) and to anyone who might visit the Eugene area.
The city of Eugene could better use our tax-payer dollars to incorporate an old fashioned 3-C’s program (Civil Conservation Corp.) to help control the homeless situation in the whole Eugene area.
Lets keep the entire Santa Clara/River Road area a safe and clean area for we the tax payers to enjoy and live in.
p.s. We the property tax-payers do not appreciate city hall trying to sneak such proposals such as this important one by us without sufficient notification and discussion. Does the majority have no say in matters any more? Seems like the minority (who seldom pay any property taxes) are the only ones city hall listens to?
