Your Input Requested – Fuel Tank Storage Requirements in Eugene

The Oregon Department of Environmental Quality is asking for your public input about the proposed rules for the Fuel Tank Storage facilities located in Eugene that store over 2 million gallons of fuel.

Fuel tank farms provide gasoline, diesel and jet fuel to people in Oregon. However, many tanks in Oregon may be vulnerable to earthquakes, which means they present a risk to the local communities and the environment.  

Under the rules created in this process, facilities will develop plans that include actions to protect public health, life safety, and environmental safety within the facility, in areas adjacent to the facility and in other areas that may be affected as a result of damages to the facility. The plans must consider the impacts of a magnitude 9.0 Cascadia Subduction Zone earthquake, the potential consequences of that event and the resources needed to respond.

The June SCCO meeting will feature a presentation by Glenn Porter, the director of the Lane County Navigation Center on River Avenue being run by Equitable Social Solutions. 

As a reminder, the Navigation Center is a shelter with comprehensive services to help the chronically unhoused get into permanent housing.  It has been up and running for about a year and now is an excellent opportunity to hear how it’s going.

Reminder: River Road – Santa Clara Neighborhood Plan meeting at North Eugene High School this Thursday

There’s still time to engage and share your input on the Draft River Road-Santa Clara Neighborhood Plan! We are looking for your feedback on how well the Neighborhood Plan captures your community vision and priorities. The documents proposed for adoption or approval by the City Council and Board of Commissioners include:

Learn about and discuss the Neighborhood Plan at the upcoming Community Meeting on May 25 from 5:30-7:30 at the North Eugene High School cafeteria.

The Online Feedback Form will be available until June 5. We want to know:

  • How well does the Neighborhood Plan capture your priorities for Economic Development, Transportation, Land Use, Parks and Natural Resources, and Community Action?

Next Steps

Community input will help inform recommendations from the River Road and Santa Clara Community Organizations and the Community Advisory Committee, which will be shared with the Eugene and Lane County Planning Commissions. The formal adoption process will include work sessions and public hearings with both Planning Commissions, who will each form recommendations to Eugene City Council and the Lane County Board of Commissioners. The Council and Board will then hold their own public hearings, deliberate, and take action on the plan.

Luper Pioneer Cemetery Memorial Day Weekend

Luper Pioneer Cemetery will open the vehicle gate at 30391 Beacon Drive West (north of Eugene’s Santa Clara neighborhood) from 9 AM to 4 PM May 27, 28, 29 (Saturday, Sunday, and Monday) so people can walk the grounds and take a self-guided tour of this historic site.

In November of 1853 about 1000 pioneers arrived in the Willamette Valley by way of the Oregon Trail cutoff across central Oregon “to farm the fertile soil of the Willamette Valley, between the Cascade Mountains and the Coast Range” according to the McClure wagon train by-laws.

On Monday, Memorial Day, the following activities will take place between 10 AM and 2 PM:

> Musical entertainment by the Poodle Creek Pickers.

> Historical presentations by ‘Mountain Man’ Ken Beagle and his wife Marmie Beagle (great-great granddaughter of wagon train leader James McClure).

> Informational tours by local historian Daniel Owen.

> Members of the Luper board of directors will be in attendance to answer questions, and a self guided I spy activity in the cemetery will also be available.

> Authors Kathy Box and Daniel Owen will each be present with copies of their respective books for sale about Oregon Pioneers. Each book purchased comes with a free copy of “They Came, They Went,” a local history book by John Harn, while supplies last.

On Saturday and Sunday, information for completing a self-guided tour of the cemetery will be available, including interpretive signs describing the 18 people interred at the cemetery who arrived on the 1853 wagon train. There are over 160 people interred at Luper Cemetery.

DIRECTIONS to Luper Pioneer Cemetery: From Eugene, follow River Rd. north to Beacon Drive, on the north boundary of Santa Clara, and follow signs west. From Junction City, take River Rd. south, turn west onto Beacon Drive and travel about a ½ mile to a white metal gate, on the north side of Beacon Drive. Proceed through the gate approximately 1/2 mile to the parking lot and cemetery entrance. The cemetery may be accessed every day from dawn to dusk by walking the half-mile gravel road from West Beacon Drive to the cemetery.
